The Forum for African Women Educationalists’ Regional Secretariat (FAWE RS) with support from the MasterCard foundation is implementing through FAWE Uganda Chapter an eight-year (2016 to 2024) Higher Education Access Program targeting 300 youth (70% female and 30% male) from economically disadvantaged backgrounds from the Eastern, Northern and Western regions of Uganda. The overall goal of the program is ‘to enable a total of 300 young women and men from the disadvantaged regions of Uganda to access, transition through higher education and secure employment in those sectors that contribute to the development of their home communities.


Higher Education Access Certificate (HEAC) is the 4th Higher Education access route approved by National Council for Higher Education (NCHE).The HEAC is an intensive full time Programme, designed to bridge the knowledge gap of students who might not have assumed knowledge required for a professional course or who might not have been confident with their preparation for university and tertiary level education study. It is designed with assumption that the applicant has some basic knowledge of the subjects for which he/she is being bridged. The Programme is a preparation stage to enable access to university and tertiary education programmes. The Programme runs for two semesters (one year), and focuses on preparation of candidates in specific subjects that provide specific and generic academic skills to succeed in higher education system in the desired programmes. Upon successful completion of the Programme, and depending on their performance, the candidates will be given the opportunity to access specific degree/diploma programmes of their choice in University and tertiary education system. The program is being implemented in partnership with Busitema University.

Aim of HEAC Programme

The overall aim of the HEAC Programme is to provide entry opportunity for candidates who performed dismally at UACE, do not have appropriate qualifications based on current National admission criteria for higher education and those with foreign qualifications but do not merit admission to programmes at higher institutions of learning in Ugandan Education system.

Eligibility/target group/Entry Requirements to the Programme

HEAC bursary at FAWE Uganda targets Ugandan citizens from the following districts

Adjumani, Amuru, Pader, Kaabong, Katakwi, Amudat, Bukwo, Mayuge, Buyende, Kanungu, Bundibugyo, Ntoroko and Bullisa districts.


The targeted learners include.

(i)            Uganda Advanced Certificate of Education (UACE) holders with at least two subsidiary passes or its equivalent. At least one of the subsidiary pass shall be from a principal subject.

(ii)          The applicant must be aged between 18and 25 years.

(iii)         The applicant must have sat his/her advanced level (S6) examinations between 2016-2018

(iv)        The applicant must be applying for direct entry into the partner institutions of learning for the academic year 2019/2020.

(v)          The applicant must be born in any of the 13 Programme districts of Bukwo, Buyende, Katakwi,Mayuge, Bullisa, Bundibugyo, Kanungu, Ntoroko, Adjumani, Amudat, Amuru, Kaabong and Pader.

(vi)        The applicant must have attended Ordinary or Advanced Level Education in any of the 13 Programme districts mentioned above or sat their Advanced Level Education (S6) examinations in schools outside their districts of birth but within the specific regions of Eastern, Northern and Western Uganda

(vii)       The applicant should not be a beneficiary of any other bursary scheme or scholarship.

(viii)     Other vulnerability aspects to be considered will include: young people living with disability, HIV/AIDS–infected or affected, orphaned (total or partial).

 Subject combinations to enable access to various higher education degree programmes

1.HBA: combination provides access to following undergraduate Degree Programmes; (i) Teacher Education (Agriculture Double Main) (ii) Environmental Sciences, (iii) Sports Sciences (iv) Applied Sciences (Biology). (xii) Any related programmes.

2.HBC: combination provides access to following undergraduate Degree programmes;(i) Health Sciences, (ii) Teacher Education (Biology/Chemistry/ Physical Education), (iii) Agricultural Sciences (iv) Environmental Sciences (v) Forestry (vi) Veterinary Medicine /animal sciences (vii) Laboratory Sciences (viii) Biological Sciences (ix) Applied Sciences (Chemistry/Biology), (x) Sports Sciences (xi) Allied Health Programmes, (xii) any related programmes.

3.HMC: Combination provides access to following undergraduate Degree programmes (i) Teacher Education (Mathematics And Chemistry) (ii) Chemical Engineering (iii) Applied Sciences (Chemistry/Mathematics) (iv) Computer /Engineering/Sciences (v) Information Technology. (xii) Any related programmes.

4.HPM: Combination provides access to following undergraduate Degree programmes. (i) Engineering Sciences (ii) Teacher Education (Physics/ Mathematics), (iv) Statistics (v) Computer Science (vi) Information Technology. (xii) Any related programmes.

5.HEL: Combination provides access to following undergraduate Degree programmes; (i) Teacher Education (English /Literature Double Main), (ii) Mass Communication (iii) Social Science and Social Works. (xii) Any related programmes.

 How to apply

-       Application forms will be available at NO COST at the offices of the Academic Registrars of the partner institutions of Mbarara University of Science and Technology, Gulu and Busitema Universities

-       Application forms can also be found at the District Education Offices in the 13 Program districts mentioned above as well as from the FAWEU Office plot 328, Bukoto – Kisasi Road, Kampala, Uganda or downloaded from the FAWEU Website

-       Submit a fully completed application form to the office of the District Education Officer (DEO), Offices of Academic Registrars of Gulu, Busitema or Mbarara University of Science and Technology or to FAWE Uganda Office.

Please note that;

I.Application forms are free of charge and NO fees/ facilitation or intermediaries required at any stage of the selection process.

II.Inaccurate information or misinterpretation of any part of the application, falsification or incomplete application and any attempt to influence the process will lead to automatic disqualification or recommendation for dismissal from the program.

III.All documents submitted will be subjected to thorough verification including home visits of successful applicants before final approval and award.

IV.Only shortlisted applicants will be notified at every stage of the selection process which will be conducted by a team of independent Regional Technical Bursary Committees (RBTCs) supervised by FAWE Uganda.

V.Female applicants from the 13 districts are highly encouraged to apply
